The tuition fee is exempted only in public sector universities. If you are studying in one of any private sector universities, you would have to pay tuition fees. Consecutive and non-consecutive degree programs are different in Germany. Consecutive degree programs are those programs in which you have to enroll in Masters just after completing your bachelor’s degree while non-consecutive programs are those which require some work experience. An executive MBA is an example of a non-consecutive Master’s degree program. And public sector universities charge a tuition fee for non-consecutive Master’s degree program.

From 2017 to onwards, the government has introduced a rule for universities that the private sector university can charge tuition fees from non-EU/EEA students. This rule gets implemented in the public sector universities of the state of Baden-Württemberg, Stuttgart, Karlsruhe, Mannheim, Freiburg, Heidelberg, and some other cities. But tuition fees in the educational institutes of these cities are still much more affordable for the students than any other private sector university in Germany.
